[Mpb] Interim chair at next MPB 2nd Feb

Hi All, Richard will be the (interim) chair at the next MPB meeting 2nd Feb. Also, with the move to SC where budget holder means something different, from conversation from Hannah she may not event be a budget holder in SC context.
